B. The proposed Development Agreement and Tax Abatement Agreement between Guadalupe County and Cloudburst Texas, LLC.
5. DISCUSSION:
Thoroughfare plan timeline, meeting dates, and meeting structure.

G. Accept the resignations of Joseph Pease and Cindy Pease from the Guadalupe County Child Welfare Board.
H. The Order and Service Agreement between Vector Solutions and Guadalupe County Sheriff Department for Dispatch Quality Assurance Tracker software.
I. The Memorandum of Understanding between Guadalupe County and the Texas Veterans Commission to authorize a TVC Health Care Advocate to use Office #7 at the Guadalupe County Veterans Outreach Center on a full-time basis.
J. In accordance with the Guadalupe County Travel Policy, authorization for the County Clerk to travel out-of-state for the following educational training:
- The International Association of Government Officials (iGO) Annual Conference in Reston, Virginia, July 24-28, 2026; and
- The Property Records Industry Association (PRIA) Annual Conference in Buffalo, New York, August 25-27, 2026.
K. Accept the donation of ten Motorola APX6000 Radios from the Schertz Police Department to Guadalupe County Constable, Precinct 3.
L. The Request for Guadalupe County to receive Unclaimed Property Capital Credits pursuant to Texas Property Code, Section 74.602, and Local Government Code, Section 381.004.
M. The naming of a private lane, Sawfly Lane, located off Scull Road, Precinct 2.
N. The Excavation Permit Applications for the following County roads:
- 3596 Union Wine Road, Precinct 1;
- 433 Koehler Road, Precinct 4;
- 744 Warncke Road, Precinct 4; and
- Green Valley Road, Precinct 4.
7. ACTION ITEMS: Discussion and possible motion relative to:
A. The proposed Development Agreement between Guadalupe County and CloudBurst Texas, LLC.
B. The proposed Tax Abatement Agreement between Guadalupe County and CloudBurst Texas, LLC.
C. The Guadalupe County Annual Comprehensive Financial Report 2025 and the Guadalupe County Federal and State Single Audit for fiscal year ended September 30, 2025.
D. The Order by the Commissioners Court of Guadalupe County, Texas, authorizing the issuance of "Guadalupe County, Texas Tax Notes, Series 2026,” levying an annual ad valorem tax within the limitations prescribed by law for the payment of the notes; authorizing the execution of any necessary engagement agreement with the county's financial advisors; and providing an effective date.
E. The Resolution relating to establishing the county's intention to reimburse itself for prior lawful expenditure of funds from the proceeds of one or more series of tax-exempt obligations to be issued by the county for authorized purposes; authorizing other matters incident and related thereto; and providing an effective date.
F. The project change order logs associated with the Emergency Operations Center (EOC) / Warehouse project and the Emergency Response Center (ERC) project.
G. The final plat of Sawlog Bend Subdivision, establishing lots 1-4, located in Precinct 1.
H. The final plat of the Navarro Subdivision Unit 9, establishing 29 lots, located in Precinct 2.
I. The Order to Advertise and Invitation for Bid specifications for IFB 26-14, Zuehl Road Bank Stabilization.
J. Budget Amendment #26-54: To designate ten body cameras as controlled assets; transferring funds out of controlled assets to purchase a five-year warranty and five-year software maintenance for ten body cameras; and to transfer funds from Sheriff's Office vehicle equipment to capital outlay equipment for two license plate reader camera systems.
K. Budget Amendment #26-55: To transfer funds from County contingency funds to Grounds Maintenance sitework, to begin work on the drainage project for Guadalupe Service Center in Schertz.
L. The Capital Projects Fund Bill List.
8. STATUTORY SUBMISSION TO THE COMMISSIONERS COURT: The following items are statutorily required to be submitted to the Commissioners Court. No action will be taken.
The Sheriff's Office budget line designations for State Forfeiture funds.
9. Announcement of Upcoming Guadalupe County Public Events.
